How taxpayers can submit feedback on the draft Income Tax Rules, 2026

The Income Tax Act, 2025 has reduced the 511 rules and 399 forms to 333 rules and 190 forms.

The Central Board of Direct Taxes (CBDT) issued its draft Income Tax rules and forms for public feedback on Saturday, February 7, according to its official announcement.

Taxpayers can now submit their views and inputs on the Income Tax website until February 22, 2026, the official announcement said.

How can the public submit their feedback?

Stakeholders and the public can submit their views on the Income Tax Rules, 2026, by following these steps:

“The feedback is also proposed to be obtained rule-wise and form-wise,” said CBDT.

Income Tax Rules, 2026 and forms

The Income Tax (IT) department has placed the draft Income Tax Rules, 2026 and forms in the public domain to seek feedback from stakeholders.

“Income-tax Act, 2025 is to come into force from the 1st of April, 2026. Draft Income-tax Rules, 2026 and forms forming part of these Rules have been framed. These Rules are required to be notified shortly. Prior to the said notification, it has been decided to place the draft Income-tax Rules, 2026 (and Forms) in the public domain so as to seek the feedback/comments from stakeholders and the public,” the IT department said in its release. 

The CBDT has requested the public to go through the draft rules and provide their views to make the process more participative and effective.

“The draft rules and forms shall remain in the public domain for a period of 15 days, i.e., up to the 22nd of February, 2026.  All stakeholders and members of the public are requested to go through these draft rules and forms and provide considered feedback on the same so as to make the exercise of framing of subordinate legislation more participative and effective,” the CBDT said. 

New tax rules in India

The Income Tax Department has introduced new tax rules in India to simplify the existing provisions and make the rules easier for the public to understand. 

“The forms that are part of the draft rules have also been simplified to a large extent for the ease of the taxpayers. Standardization of common information has been done across the forms with a view to reducing the compliance burden of the taxpayers,” the release said. 

The Income Tax Act, 2025 has reduced the number of rules from 511 to 333 and the number of forms from 399 to 190 forms, consolidating the provisions and making the filing process more user-friendly.

“Along with the new draft rules and forms, two navigators – one providing the mapping of the old rules and the new draft rules and the second providing the mapping of the old forms and the new draft forms are also provided for the guidance of stakeholders and the public,” the CBDT said.
