Brihanmumbai Municipal Corporation (BMC) on Tuesday presented its budget for the upcoming fiscal year 2025-26 (FY26). It is the highest-ever budget submitted by Mumbai’s municipal government, amounting to ₹74,427 crore.

"The budget estimate for FY 2025-26 is proposed at ₹74427.41 crore, which exceeds the budget estimates of 2024-25 i.e. ₹65180.79 crore, by 14.19%," the document reads.

The additional municipal commissioners presented the budget to the current BMC Commissioner Bhushan Gagrani, who is the state-appointed administrator of the civic body, at the BMC headquarters. This is the third straight year when the budget was presented to the administrator instead of the usual practice of the municipal commissioner presenting the budget to the standing committee. BMC, which is the richest civic body in the country, has been under administrator rule since the term of the corporators ended on March 7, 2022.

BMC budget 2025: Key highlights

Here are the main highlights of the BMC budget for 2025-26 as per a Moneycontrol report:

Schools: BMC allocated ₹12 crore to Mumbai schools for upgradation of furniture, including 24,170 desks and 39,178 benches. This is aimed at improving the learning environment. It will also expand its gamified learning initiative in schools.
Slum businesses tax: The BMC plans to assess around 50,000 businesses in slums for property tax. The move is expected to generate ₹350 crore in tax which will be used in improving infrastructure and other services for slum dwellers.
BEST buses: The civic body allocated a grant of ₹1,000 crore to the BEST Undertaking, acknowledging its financial challenges. Since 2012-13, BMC has provided ₹11,304.59 crore to BEST, which is facing a financial crisis with an accumulated loss amount of around ₹ 9500 crore.
Road and traffic: BMC has allocated ₹5,100 crore to the road and traffic department of the city. It has also proposed a project aimed at easing traffic congestion, Dahisar Check Naka Transportation & Commercial Hub, which will include a hotel, 456 bus parking spaces, 1,424 motor vehicle parking spaces and 131 rooms.
Water supply: The civic body will provide ₹100 crore for a 200 MLD Desalination Plant for enhanced water supply in the area. Healthcare: BMC is planning to establish 25 more Aapla Dawakhana clinics along with three physiotherapy centres to expand its healthcare services. Its free healthcare, which includes Aapla Dawakhana clinics, polyclinics and diagnostic centres, have benefited nearly 90 lakh patients.
Environment: It has allocated ₹113 crore to the environment department, providing financial assistance for its several initiatives.
Plot auction: In order to increase revenue, the civic body will organise plot auctions based on 100% Annual Statement of Rates (ASR). Furthermore, a plot at Worli's Asphalt Plant will be leased for private development.
